Border and immigration crisis.

President Obama reportedly will hold off seeking legal changes to speed up the deportation process for illegal immigrant children, when he submits his request to Congress on Tuesday seeking billions in emergency funding to deal with the crisis on the U.S.-Mexico border.

The administration insists it still plans to seek expanded authority to expedite deportations. But The Associated Press reported overnight that the request is moving on a separate track, amid objections from immigration advocates to the deportation proposal.

The blurry state of affairs reflects the political pressure the administration is facing from both sides of the debate.

From its left flank, advocacy groups oppose proposals to speed thousands of unaccompanied minors back home to El Salvador, Honduras and Guatemala. But Republicans in Congress, and some Democrats, want the administration to get tough, and send a message that these illegal immigrants cannot get a free pass to stay in the U.S.

The AP reported that, according to unnamed Capitol Hill aides, the administration decided to submit the spending request apart from the policy changes.

But an administration official told Fox News they still intend to seek expanded authority to expedite removals.

"We already sent a letter to the Congressional Leadership last week on our desire for expanded authorities and we are still seeking those authorities and have made clear we will work with Congress to get those authorities," the official said.

The developments underscore the delicate position the administration finds itself in as it risks alienating allies by pursuing changes to turn the immigrant kids around more quickly. More than 50,000 have arrived since October, in many cases fleeing violence at home, but also drawn by rumors that they can stay in the U.S.

Congressional Republicans blame Obama policies for the confusion; Obama administration officials dispute that.

The money Obama is seeking would be for immigration judges, detention facilities, legal aid and other items that could address the situation on the border, which the administration has termed a humanitarian crisis.

As lawmakers return to Washington this week from a weeklong July 4th recess, Obama's spending request is set to be a focus, with the Senate Appropriations Committee scheduling a hearing to examine it. It's not yet clear how lawmakers will react to the request, although aides seem optimistic it will get through the Democratic-controlled Senate in the coming weeks.

The issue has become a political problem for Obama that looks likely to follow him this week to Texas, where he is traveling primarily to raise money for congressional Democrats.

White House Press Secretary Josh Earnest reiterated Monday that Obama had no plans to visit the border, but Obama faced renewed criticism from Republicans over that decision.

"President Obama needs a wakeup call -- and visiting the border and seeing firsthand the severity of this ongoing crisis is that wakeup call," Sen. John Cornyn, R-Texas, said in remarks prepared for delivery on the Senate floor.

The developments all come as Obama has declared comprehensive immigration legislation dead in Congress and announced plans to proceed on his own by executive action to make whatever fixes he can to the nation's dysfunctional immigration system. That could put Obama in the seemingly contradictory position of shielding millions of people from deportation while at the same time trying to hurry deportations for the unaccompanied children.

The White House told Congress last week that it would seek "additional authority" for the Homeland Security secretary to quickly return the minors back home. Immigration advocates understood this to mean that the children, who currently have the right to a hearing before an immigration judge, would lose that right and instead would have to make it through an initial screening with a Border Patrol agent.

The immigrant advocacy community responded angrily, with more than 200 groups signing onto a letter last week calling on Obama to reconsider the changes.

"It would take away their right to council, right to proper screening. ... It would undermine completely due process," Leslie Holman, president of the American Immigration Lawyers Association, said in an interview Monday.

The White House says the plan is to speed up the processing of Central American border crossers without taking away their due process.

Fox News' Ed Henry and The Associated Press contributed to this report.

In the interest of not sounding paranoid or screaming about the impending black helicopter roundup I'll say that this is a bad situation that inaction makes worse.

I hope they all get sent back.

Then perhaps those that want them to stay can each open their homes and adopt five or six.

You don't know jack. I've been on here for years saying that these Mideast wars where brown people get bombed for no reason are wrong. I've been saying that drones shooting missiles into Pakistan is an act of way, it's attacking a sovereign nation. Don't come at me and accuse me of that bs.

Because there is a system in place if they want to come here legally. I'll be the first in line to congratulate them on going the correct route. They can't just bypass everything.

I wish we'd just make immigration extremely easy and let people who want to come live and work here do so essentially unimpeded.

Conversely, those who don't want to live here can go elsewhere if they think they'll be better off..

This is not a race issue, and anyone who makes it a race issue against those who oppose this, is being obtuse to say the least. If you will look at the pictures of the people protesting at the borders, and stopping bus loads of illegals, they appear to be mostly made up of individuals of Mexican heritage...not your typical "good ol' boy" white folks.

The fact is, this country has a legal system in place for anyone and everyone who wants to live here. It is possible for nearly EVERYONE to come live in this great country if they follow the guidelines in place. However, to allow people to come in unchecked...(yes, that means we have to screen them for disease...and God forbid...make sure they aren't dangerous)...is positively asinine in every way. It's also a slap in the face to those that busted their ass, followed the law, and immigrated here legally.

Sad stories....I get it. But why does that turn into the U.S.'s problem? And then the U.S. tries to enforce existing laws, but now everyone is up in arms. Doesn't make sense to me.

My take, whatever THAT might be worth, it seems prudent to me to have an increased number of personnel (judges, lawyers etc) available not to expedite this process but to stem what is surely an increased backlog of an already slow process. In addition , adequate facilities to house them, medical exams to address whatever medical issues these kids may have and quarantine if needed.

An addressing of the law that seems to have played a role in the increased number of children should be in process without the politicization, being it passed with near unanimous votes.

I do? Absolutely not. I know it isn't easy. I had a Mexican guy work for me who had to go to Chicago every year to get his permission slips renewed, it is a headache. But it is worth it. Nothing worth doing is easy. That's why I have such passion against illegals getting preferential treatment, I have seen what it takes to do it the right way and I don't believe it is fair for them to jump ahead of my friend.

You want reform? Fine, let's make it easier for those that are willing to do it the right way. But I want to make it more difficult to those that refuse to follow the rules, I want all incentives removed from them so that they don't take the wrong path. I want the border enforced. I want people that hire illegals to be thrown in prison. But I want those that go the right way to have the process a bit more streamlined.

I'm right there with you on all these points but you do realize that the countries where these kids are from they don't give out visas specially to kids that have nothing to offer they have nothing to make them come back once the visas expire , that's why the wealthy get the visas because their government knows they will be coming back home once those visas expire ....These kids are not going to be sent back ..

Yes, people are people. But we should most certainly take care of "our own" first. It's insane to think that someone that is in this country illegally can get care and benefits over ANY legal American citizen, especially veterans.

The status quo of illegals sneaking into this country raises everyone's standard of living. Cheap labor. House prices are cheap in Texas due to low labor. Getting grass cut, fences built. I've never scene construction job that didn't have people that didn't only speak Spanish. Restaurants with bus boys you can't ask questions cause they don't speak English. Bubba that hates werbacks slurping down margaritas and eatin chips.

The most fucked up part and I mean most overlooked fucked up part is they would not come if legal Americans would not hire them. One of the biggest home builders in Texas Perry homes donates shitload of money to Real conservative Republican Party and who builds his houses? "Private Contractors" that he's not responsible for checking papers. It's all a freakin farce. Go after those that hire illegals. The consumer not the drug. The kids are a tick on a fleas ass that makes headlines.

    i have a suggestion.

let rick perry do something about it, since clearly obama can't because congress won't.

    i challenge perry right now.

let perry take this chance to make history. let him do something. then if it is successful he gets credit. if it fails, and i know it will, he will have his name attached to it for all of history.

    BUT

he wants to run for president, so he will not take the high risk high reward challenge i just issued to him.

it is easier to sit back and talk shit about the president than actually do something of substance, because doing something of substance requires the balls to gamble on it.
